AUSTIN (KXAN) -- After returning from summer break, Austin City Council has nearly 200 items on its agenda Thursday. Here's some of what we're watching: Police reserve for special eventsCouncil members could vote to create a “police reserve” unit to help the Austin Police Department with large events as it faces a staffing crisis. That unit would be staffed by retired police officers. AUSTIN (KXAN) – An Austin non-profit said it will launch its Hot Summer Nights festival on Thursday. The Red River Cultural District said more than 100 local musicians will take part in the free, three-day music and arts festival at more than a dozen venues across downtown.According to the district, Hot Summer Nights was originally created in 2017 to provide additional revenue to district members, as well as paid opportunities for musicians and artists in the traditionally slower summer months. Organizers said the music begins around 7 or 8 p.m. each night. St. Louis weather from Meteorologist Angela Hutti:ST. LOUIS - Out ahead of a cold front Thursday, we are watching for more rain and storms. The early morning storm chance will primarily be along and south of I-44 in Missouri and I-64 in Illinois through 8:00 a.m. The chance for severe storms looks slight, but this was the area hit the hardest by heavy rain Wednesday, so we’ll watch the already full streams and creeks closely. We’ll watch for additional scattered thunderstorms across the entire area Thursday afternoon as the front moves through. It's set to be muggy and hot, as temperature highs ahead of that front today around 90. St. Louis radar: See a map of current weather here Cooler and less humid air will settle in for Friday. Authorities are searching for a suspect after a man was killed and a child was injured in Granada Hills late Wednesday night.According to the LAPD, officers responded to the Granada Hills Recreation Center on Chatsworth Street around 11:10 p.m. on reports of a shooting. Upon arriving on the scene, police discovered one victim, only identified as a 30-year-old Hispanic man, suffering from multiple gunshot wounds. He was pronounced dead at the scene. The second victim was identified as a 2-year-old toddler who was playing on the playground with his mother when he was struck by gunfire, police said. He was transported to a nearby hospital and was listed in stable condition.
